CBD merchant account guide

Payment Processing for CBD Businesses

Hemp-derived CBD is federally legal in the US under the 2018 Farm Bill when it meets the hemp threshold of less than 0.3% THC. That does not make every CBD product or sale lawful: product rules and state restrictions still matter.

Most mainstream processors, including Stripe, PayPal and Square, restrict or prohibit CBD on their standard terms. CBD merchants typically need specialist high-risk underwriters or placement services. Square's separate CBD program is an exception for eligible merchants, not standard-account approval.

Why CBD merchants get rejected

Chargeback history

Product expectations, delivery issues and recurring billing can create disputes. Underwriters assess your own chargeback record alongside the wider category's history.

A regulatory patchwork

Federal hemp legality does not settle state, local or international rules. Product formats, health claims and shipping destinations can each affect eligibility.

Card-network compliance

Visa and Mastercard impose CBD-specific acquiring and compliance requirements. A gateway connection alone does not mean the acquiring bank has approved your products.

Bank reputational policies

Banks can decline an otherwise lawful business under their internal risk policies. Specialist underwriting or placement services help find an acquiring bank willing to assess your model.

How to choose a CBD payment processor

Compare the underwriting terms as carefully as the rate. A provider's CBD coverage is not blanket approval for every product.

  • THC content and lab testing

Have current certificates of analysis (COAs) proving THC content below 0.3%. Ask how the underwriter measures and verifies it. Delta-8, Delta-10 and marijuana-derived products sit in a stricter risk tier and may be ineligible.

  • Jurisdiction and licensing

Hold the licenses required where you operate and where you sell. Confirm permitted products, shipping destinations and marketing claims before applying.

  • Card-network compliance

Ask whether the provider handles any required Visa and Mastercard CBD registration through its acquiring bank, and whether your exact products are approved in writing.

  • Chargeback risk

Plan for elevated dispute risk. Ask about chargeback alerts, prevention tools, dispute fees and the chargeback thresholds that could trigger restrictions.

  • Rolling reserves

Expect possible reserves of 5-10% held for 90-180 days. Get the percentage, release schedule, cap and termination treatment in writing; not every account receives the same terms.

  • Payout speed and monthly minimums

Confirm settlement timing, payout frequency, monthly minimums, gateway fees and conditions that allow the bank to delay funds. Model working capital before signing.

  • Fee transparency

Indicative high-risk rates can be around 3.5-6% or higher. Request a written quote covering transaction, cross-border, chargeback, setup, gateway and cancellation fees, not just a headline percentage.

  • Backup processing

CBD accounts can be frozen. Maintain at least two approved providers where practical, or a compliant crypto fallback. Never route restricted products through an account that has not approved them.

CBD-eligible providers in the directory

Start with these options, then confirm your exact products, sales territories and account terms with the provider. Directory inclusion is not an approval promise.

Before you apply

Gather current COAs and lab reports, your business license, tax documents, processing history, supplier agreements and owner ID. If you are new to processing, say so rather than supplying incomplete history.

Make sure your website shows clear product information, shipping and refund policies, contact details and compliant claims. Expect around 1-2 weeks of underwriting once the application is complete; complex reviews may take longer.
